The United States has a unique legal and political relationship with Indian tribal governments, established through and confirmed by the Constitution of the United States, treaties, statutes, executive orders, and judicial decisions. In recognition of that special relationship, pursuant to Executive Order 13175 of November 6, 2000, executive departments and agencies (agencies) are charged with engaging in regular and meaningful consultation and collaboration with tribal officials in the development of Federal policies that have tribal implications, and are responsible for strengthening the government-to-government relationship between the United States and Indian tribes.
History has shown that failure to include the voices of tribal officials in formulating policy affecting their communities has all too often led to undesirable and, at times, devastating and tragic results. By contrast, meaningful dialogue between Federal officials and tribal officials has greatly improved Federal policy toward Indian tribes. Consultation is a critical ingredient of a sound and productive Federal-tribal relationship.
My Administration is committed to regular and meaningful consultation and collaboration with tribal officials in policy decisions that have tribal implications including, as an initial step, through complete and consistent implementation of Executive Order 13175. Accordingly, I hereby direct each agency head to submit to the Director of the Office of Management and Budget (OMB), within 90 days after the date of this memorandum, a detailed plan of actions the agency will take to implement the policies and directives of Executive Order 13175. This plan shall be developed after consultation by the agency with Indian tribes and tribal officials as defined in Executive Order 13175. I also direct each agency head to submit to the Director of the OMB, within 270 days after the date of this memorandum, and annually thereafter, a progress report on the status of each action included in its plan together with any proposed updates to its plan.
Each agency’s plan and subsequent reports shall designate an appropriate official to coordinate implementation of the plan and preparation of progress reports required by this memorandum. The Assistant to the President for Domestic Policy and the Director of the OMB shall review agency plans and subsequent reports for consistency with the policies and directives of Executive Order 13175.
In addition, the Director of the OMB, in coordination with the Assistant to the President for Domestic Policy, shall submit to me, within 1 year from the date of this memorandum, a report on the implementation of Executive Order 13175 across the executive branch based on the review of agency plans and progress reports. Recommendations for improving the plans and making the tribal consultation process more effective, if any, should be included in this report.
The terms “Indian tribe,” “tribal officials,” and “policies that have tribal implications” as used in this memorandum are as defined in Executive Order 13175.
The Director of the OMB is hereby authorized and directed to publish this memorandum in the Federal Register.
This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person. Executive departments and agencies shall carry out the provisions of this memorandum to the extent permitted by law and consistent with their statutory and regulatory authorities and their enforcement mechanisms.

Did you know last yr Pres. Bush signed a bill worht billions that would help Native people on the poorest reservations? It is a myth that Republicans don't care about the poor. I have often thought that Dems try to keep people down & dependent on the goverment so they could get more votes. What has a Dem really done for Indian people? Not much! Pres. Why are people shocked that many Natives vote Republican? My husband is & so was his mother-in-law. She would say, "We are far more conservative than the whites who hang around us." Pres. Obama is WAY out of touch with Natvies on abortion. A nurse, who lives in Chicago, worked at a hospital where they aborted babies & left them in a dirty utility closet to die. Pres. Obama was one of only a few senators that voted against providing medical care for child born alive during an abortion.

Obama needs to issue an Executive Order directing BIA recognition for all tribes recognized legislatively by the state where they reside. Recognition is a political process, not anthropology. If the state, which was you historical enemy, now acknowledges your right to exist, then the BIA should too. Also, to stop discounting Indian blood from other tribes. It should all count.

President Obama needs to issues an Executive Order providing federal acknowledgment to all tribes legislatively recognized by the state where they reside. This will take a major step in correcting centuries long discrimination against non-BIA tribes. Historically it was the State that was your greatest enemy if you were an Indian community, so if the State no recognizes your right to exist, why can't the BIA?

President Obama is trying to correct the ill-wills of previous [namely Republican] presidents who needn't care about Native Americans. His acts are for the good of the people, especially minorities; why question hsi actions? Hopefully, this all catalyzes into the innerds of all tribes, no matter how small, federal or status pending. If the federal government wants to help the Native Americans more, why not decentralize each federal agency so that federal workers can work in each state where the reservations are located instead of keeping them in a few major cities. This will allow for more hands-on and face-to-face meetings and technical assistance.

I agree that we sure as Heck owe the Native Americans and more than just money and THEIR land back (and yes I am White). First off we took what was there for our own with not even so much as a thank you. There is a purposed settlement for millions of dollars owed for land the Whites have stolen. I think they should get that money PLUS some land back. Like national forest and such stuff as that because it is quite evident that they take care of and respect their land better than Whites!

Of course, each department and agency will submit their detailed plan of actions and directives to Obama by Feb. 5, 2012 (90 days) since that's easy, anybody can draw that up. But, I anticipate no changes, only continued excuses of why things can't improve.

Get your own money and work with whoever YOU recognize as Native American in YOUR country. You do the recognizing and use YOUR country's resources to help ALL Native Americans. Make it known that in Indian Country recognizes all Native Americans. You own your country so why not? I wish I had what you have.

Judge Obams's sincerity by his actions. One year after his elections he has pleased no one but the group called Acorn. Yet tribal leaders keep falling for the same line every year. We need new leadership dedicated to treaties and sovereignty, not NCAI and others who feed at the federal dollar trough, defined as bribery.

So much for change. Obama continues to treat Non-BIA acknowledged tribes like dirt. Are our languages not worth preserving. Are we as a people less valuable than the black communities? Will we ever be allowed the right to repatriate our dead who remain in cardboard boxes in a basement in Sacramento. Instead of letting his mother live in the White House she should be forced to live with a non-BIA recognized tribe. She deserves to be spit on if I do.
